A Framework to Inegrate Social Vulnerability into Catastrophic Natural Disaster Preparedness Planning

This paper discusses social vulnerability and it's use by disaster planners.  It provides a conceptual framework to show how social factors along with vulnerability principals and criteria may influence the selection of preparedness actions.
