Elizabeth Leahy Madsen

Elizabeth Leahy Madsen is a program director in International Programs and leads PRB’s Empowering Evidence-Driven Advocacy project, supported by the Bill & Melinda Gates Foundation. She has 14 years of research, advocacy, and program management experience, specializing in family planning policy, political demography, modeling, and the intersections between population and multisectoral development. Before joining PRB in 2016, Madsen was a senior technical advisor at Palladium/Futures Group, where she served as technical lead for development on the USAID-funded Health Policy Plus project, managed demographic dividend activities, and designed and implemented several multisectoral policy models. She was also a senior research associate at Population Action International (now PAI) and has served as a consulting writer and speaker on political demography issues for the Aspen Institute, George Washington University, and the Woodrow Wilson Center. Madsen is proficient in Spanish and holds an M.A. in International Affairs from the George Washington University and a B.A. in International Relations from Knox College.
