Bill Powell

Ipas | Senior Medical Scientist

Bill Powell is a nurse practitioner with over 30 years in health care in both domestic and international settings. As a clinician, his experience ranges from providing and coordinating refugee health care in Eastern Sudan to providing primary care in rural clinics in Appalachian mountain communities in the U.S. Bill has a PhD in Public Health/Maternal and Child Health with a focus on evaluation of quality of care. He taught for 9 years in the nurse practitioner program at the University of North Carolina at Chapel Hill. Bill has been with Ipas for over 10 years as a Senior Advisor with a specific focus on enhancing the quality of clinical content and technical guidelines produced by Ipas; ensuring that a quality assurance program is in place for the agency’s technical assistance efforts; and supporting Ipas’s efforts to improve access to reproductive health services in crisis settings.
