Capacity Building and Field-based Resources / Tools

Project leaders need reliable, tested and proven information on the PHE approaches that are likely to work best under various socio-economic and cultural conditions. Training and capacity-building aimed at communities, nongovernmental organizations, and individuals are important factors in helping ensure continuous development and transfer of PHE information, skills and best practices. During the past decade, PHE practitioners have collaborated to draw lessons from experience and produce highly readable documents on how to conceptualize, design, implement, monitor, evaluate and adapt strategies and activities to meet PHE goals and objectives in critical biodiversity areas. In addition, considerable effort has led to a number of high quality training programs and materials. This section offers field practitioners information, guidance and tools on how to design, monitor, implement and evaluate integrated projects.

Integrated Messaging (IEC)

Integrated PHE information, education and communication (IEC) strategies are a central component of many PHE projects. In general, IEC activities seek to improve community understanding and awareness of the links between family size, pressure on natural resources and efforts to ensure the sustainability of natural resources for generations to come. IEC activities range from one-on-one presentations, to village theater groups, to wider scale social mobilization campaigns. This section includes documents that include integrated PHE messages.

    Program Design (5 resources)

    Achieving environmentally-sustainable development in situations of increasing population growth, declining biodiversity, and chronic poverty requires communities and nongovernmental organizations to utilize strategic planning, multi-disciplinary interventions and linked livelihood strategies. In response to the needs expressed by field-level health and conservation projects, USAID and other donors such as the David and Lucille Packard Foundation have supported the production of training materials designed to increase the capacity of field practitioners to design, implement and monitor integrated PHE approaches. This section includes design manuals as well as training guides and curricula.

      Family Planning / Reproductive Health (FP/RH) (12 resources)

      Provision of voluntary family planning/reproductive health (FP/RH) services and information is the cornerstone of many PHE projects. Where feasible and where there is unmet demand, PHE projects should offer a full range of FP/RH services to couples of reproductive age and to sexually active young people. While trained community-based distributors of contraceptives can also offer some FP/RH services, other services require trained health professionals in clinic-based health facilities. The range of services available will depend on national and cultural contexts. Documents in this section include information and technical guidance on FP/RH in the context of PHE programs and projects.

        Environmental Management (Natural / Coastal Resources Management) (3 resources)

        Natural resources management and coastal resources management include strategies and approaches to ensure sustainable use of water and land and to address other environmental challenges. Activities can range from watershed management to agro-forestry, agriculture, ecotourism, non-timber forest products (NTFPs), integrated pest management and the introduction of fuel efficient stoves. A wide array of training materials have been developed focusing on these issues, a selection of which are included in this section Resources included here are most applicable to PHE projects and are recommended for integrated projects.

          Monitoring and Evaluation (MandE) (9 resources)

          A monitoring plan defines how progress on activities and expected results are measured. A monitoring plan is used to track the activities and accomplishments of a PHE program—allowing beneficiaries, project managers and donors to determine the program’s success in meeting its goals and targets. An evaluation uses data-driven results to more comprehensively assess how well programs are achieving expected outcomes. In USAID funded programs, a monitoring and evaluation or M&E plan not only assesses how well program activities are leading to intended results, but also describes how the monitoring information will be used to learn from experience and how lessons learned will be shared. USAID has developed detailed guidance and training materials for PHE projects, as related to M&E, those documents can be found in this section. Examples of program evaluations can be found in the section "Current PHE Programs", "Country / Regional Experience", while broader studies that used additional methodologies are found in "Global Analysis and Assessment".

            Advocacy / Networking and Leadership for PHE (9 resources)

            The global PHE community is comprised of networks of PHE professionals and advocates who promote PHE as a sustainable development approach. Networks occur at local, regional and national and international scales. PHE champions in countries across the globe are connecting with colleagues to share lessons and best practices in PHE as the field develops. Documents in this section provide information and guidance on how to establish and maintain PHE networks.

              Academic Resources (12 resources)

              This section contains documents and materials that may be of use to teachers, professors and other educators to explain the links between population growth, demographic change and impacts on the environment and global biodiversity.
